The answer is slightly complex and requires that you understand the reason why coffee is ground in the first place. Coffee beans start out as green beans that are taken from cherry-like fruits that grow on coffee shrub-like tree. These beans are dried in the sun and stripped of their outer cherry layer. Then they are roasted at high temperatures to help the natural oils come to the surface of the bean. They can also have flavored oils sprayed on them or taken through a decaffeination process.

But in this form, they could be soaked in hot water, but you would never taste the coffee like you might be used to tasting it. In order to release the rest of the flavor-filled oils from the beans, you need to grind the beans.
